Colorado Payroll Setup

Overview

The Colorado Payroll Guide provides state tax information for employers. Select a tab below to view agency contact information, supported tax filings, tax setup requirements, and Third Party Administrator (TPA) instructions for each tax type.

Withholding

Supported Tax Filings

  • Colorado W-2 Wage Withholding Tax Return (DR 1094)

  • Wage and tax statement (W-2)

Required for Tax Setup

  1. Withholding Account Number (8 digits, 12345678)

  2. Filing Frequency (Weekly, Monthly, or Quarterly)

Third Party Administrator (TPA) Access

Salsa needs granted TPA to pay and file this tax. Follow the instructions below to ensure there are no delays in processing:

  1. Sign in to the Revenue Online portal

  2. In the top right corner of the page, select Manage my profile

  3. On the next screen, find the Access box and select Manage Third Party Access

    1. You must have full access in Revenue Online to complete this setup. If you are unsure, contact your payroll admin before continuing

  4. On the Add Third Party Online Access page, select Next

    1. Username: salsasoft

    2. Access level: All access

    3. Access start date: Select the first day of the quarter payroll began in Salsa (January 1, April 1, July 1, or October 1)

      1. Example: If your first paycheck in Salsa was February 14, 2025, enter 1/1/2025.

        📌 Note: If you see an error with no explanation, the Colorado Department of Revenue may need to manually grant access. Call them at (303) 238-7378 and ask a representative to give Salsa permission to access your account.

  5. Select Submit

Unemployment Insurance

Supported Tax Filings

  • Unemployment Insurance Tax Report (UITR-1)

Required for Tax Setup

  1. Unemployment Account Number (8 or 9 digits, 123456.78-9 or 12345678)

  2. Total Combined Rate (X.XX%)

Third Party Administrator (TPA) Access

  1. Sign in to your MyUI Employer+ account

  2. In the main menu, select Account Maintenance, then select Third Party Administrator (TPA)

  3. Scroll to the bottom of the page and select New

  4. On the Assign Third Party Administrator (TPA) page, enter Salsa's TPA ID: 500007060

  5. Select Next

  6. Under TPA Details, enter the following:

    1. TPA Services Begin Date: Select the first day of the quarter payroll began in Salsa (January 1, April 1, July 1, or October 1)

    2. TPA Services End Date: Leave this blank

  7. Under Un-Assigned Roles, select only the following:

    1. Edit Account Maintenance

    2. Submit Employment and Wage Detail

    3. Edit Tax Payments, Update and Submit

    4. View Rate Notice and Voluntary Contribution

      📌 Note: Do not select any roles under Benefits, Workshare, or Mailing. Selecting extra roles can cause access issues.

  8. Select Save

Supported Tax Filings

  • Family and Medical Leave Insurance Wage Report (FAMLI)

Required for Tax Setup

  1. FAMLI Account Number (10 digits, 1234567890)

  2. Total number of Colorado employees

Third Party Administrator (TPA) Access

Salsa needs granted TPA to pay and file this tax. Follow the instructions below to ensure there are no delays in processing:

  1. Sign in to your MyFAMLI+ Employer account

  2. In Manage My Account, select Manage Accounts

    1. If this option is not visible, contact the agency at (866) 263-2654 for assistance

  3. In the Account Name column, select your tax account

    1. If the account is not visible, use the Search box to locate it

  4. Scroll down to Third Party Administrator and select Add

  5. In TPA Account, enter the following information:

    1. Select Account: Salsa Software, Inc (FEIN 87-1539043)

    2. Start Date: Select the first day of the quarter payroll began in Salsa (January 1, April 1, July 1, or October 1)

  6. Select Save

  7. Confirm the information is correct, then select Yes, Add TPA

Local Withholding

Colorado has local withholding taxes in addition to state withholding. Salsa supports paying and filing most localities, however, each city or county sets its own rules and a full list cannot be provided here. If a local tax applies, the employer will be prompted to enter the necessary tax information during account setup.
